REMINDER TO RESIDENTS & LANDSCAPERS:

The use of gasoline powered leaf blowers is banned within City limits between May 15 - September 30.
In an effort to reduce loud, unnecessary and unwanted noise in our neighborhoods, the Common Council passed changes to the City's leaf blower ordinance in August 2011. The law restricts the times of year when leaf blowers can be used to just the spring and fall clean-up periods (March 15 – May 14 and October 1 – December 15).
The City's approach balances reasonable decibel level restrictions and the practical needs of landscapers. It will allow these businesses to continue to provide quality service to their customers while at the same time mitigate excessive and unnecessary noise in our neighborhoods.
Violations may be reported to the Department of Public Safety at (914) 422-6111.

WHITE PLAINS KICKS OFF REUSABLE SHOPPING BAG EDUCATION & AWARENESS INITIATIVE
Mayor Roach Unveils Student Winner of City’s Reusable Bag Design Contest

In the U.S., half a million plastic bags are used every minute and each has an average life span of just 12 minutes. It is estimated that plastic bags can take up to 1,000 years to break down, if at all. And, that less than 1% of plastic bags are recycled. Switching to reusable shopping bags reduces waste and litter, resulting in cleaner streets and waterways.
The City of White Plains is encouraging all residents to make the switch to reusable bags. As a first step in this effort, Mayor Thomas M. Roach today announced the student winner of the City’s Reusable Bag Design Contest, Max Crawley, and unveiled Max’s winning design. The contest was held at White Plains High School. The winning design will be printed on reusable bags and those bags will be distributed by the City and participating supermarkets and retailers.

Business Council Study Shows White Plains Viewed as Ideal Place to Live by Young Professionals

The Business Council of Westchester today released the results of a study on the issue of "youth flight" from Westchester County, the popular belief that many young professionals in Westchester County would prefer living in New York City. The study showed that the County is in fact viewed favorably by young adults. What's more, these same young adults have singled out White Plains as the ideal place to live in Westchester!
White Plains is identified as an ideal community because it has the following attributes:
- Great balance of urban/suburban
- Walking city/commutability
- Attractive to all ages and interests
- Municipal parking packages
- "Hot spot" for nightlife, restaurants, family activities, recreation/entertainment, professional networking and diversity

What does it take to transform a worn and dingy space into a warm and inviting teen lounge? Just 18 hours when you’re working with a team of Starbucks volunteers. In keeping with the coffee company’s mission of nurturing the human spirit, a team of volunteers, led by district manager Christa Drake, joined Youth Bureau staff and youth to give the Teen Lounge at 11 Amherst Place, a floor to ceiling renovation.
For years, the Youth Bureau had engaged in piecemeal attempts to spruce up the Teen Lounge; frequently accepting slightly used furnishings, that didn’t always match, to provide the youth with seating and activities. When a local Starbucks District Manager Christa Drake and team of volunteers offered to redo the Teen Lounge, the Youth Bureau didn’t hesitate to say YES!

This wonderful educational and entertaining afternoon will be held in Turnure Park, nestled among grooves of Japanese cherry trees on Sunday, May 6 from noon until 5:00 pm. Turnure Park is located on Lake Street off North Broadway.

German School Environmental Review
April 26, 2012
On April 17, 2012, the Planning Board of the City of White Plains, as Lead Agency for the environmental review of the applications by the German School of New York for a five lot subdivision and an amendment to its special permit to operate a private school, began its review of the Preliminary Draft Environmental Impact Statement (DEIS) to determine its completeness for public review. The German School proposes to: 1) subdivide its property at 800 North Street into four residential lots and one parking lot with a road to provide additional access to the school; and 2) to increase its enrollment cap from 375 to 500 students over a period of five years.
No public comments will be accepted until the DEIS is determined by the Planning Board to be complete for public review. When the Board determines that the Preliminary DEIS is complete pursuant to the Final Scoping outline adopted by the Planning Board on May 17, 2011, it will schedule a public hearing and post the DEIS on this website with instructions for submitting comments.

The City of White Plains Recreation & Parks Department, in cooperation with the Jill. E. Solomon Foundation, will host a FREE Bicycle Helmet Safety Program on Saturday, May 5 at Delfino Park on Lake Street from 10:00 am until noon.
Exciting activities planned for the day include helmet fitting, bike inspections, a bicycle safety rodeo, giveaways, music and refreshments. There will be a “Learn-to-Ride” Program for children. Please note: You must bring your bike in order to participate.

The City of White Plains Downtown Farmers’ Market will be open every Wednesday, starting April 25 until November 21, 2012, 8 a.m. – 4 p.m. on Court Street between Main Street and Martine Avenue.
Participating vendors come to the market from local farms, upstate New York, Connecticut, and Pennsylvania. Vendors feature a wide assortment of fresh produce, plants, home baked goods, breads and prepared food.

FOURTH ANNUAL YOUTH BUREAU MOTHER-SON DANCE MOVES TO AN HISTORIC SITE

The White Plains Youth Bureau will hold the fourth annual Mother- Son Dance at the Mapleton, a local historic landmark on the Good Counsel campus, on Friday, May 11 from 7:00 – 9:00 p.m.
Mapleton, which was built in 1857, once served as a private residence. The graceful archways, wooden floors and fireplaces will give the Mother-Son dance a touch of elegance that will help make the evening special for the attendees. Caperberry Events will cater the affair and provide a gourmet meal that will accompany the finger-popping and hip-shaking music produced by DJ Lord Juddah.

The City of White Plains Youth Bureau is proud to announce that Ben Baez, a 20 year old participant in the Youth Bureau's Project Hope Boxing Program, has qualified to fight in the prestigious Golden Gloves Final Championship at Madison Square Garden. Ben Baez will be competing in the 150 lb weight category on Thursday March 29 at 7:00 pm. Ben Baez has been coached by Coach Kenny Mack "Attack" Jr., himself a Golden Gloves winner. Staff and youth from the Youth Bureau will be attending the event to cheer him on.

On October 3, 2011, the Common Council of the City of White Plains, as Lead Agency for the environmental review of the application of the French American School of New York to construct and operate a private elementary and secondary school and accessory nursery school, held a public scoping session on the proposed Scoping Document submitted by FASNY. At that scoping session, the Common Council established a 32 day period to receive written comments on the Scoping Document, ending November 4, 2011, at 5:00 P.M.
