TIME 
Items for collection shall not be placed at the curb earlier than 6:00 am nor later than 8:00 am on the collection day.
 
CONTAINERS
All normal household rubbish for regular collection should be contained and placed in metal or plastic pails having lids and shall not exceed 75 pounds. Dumpsters need to be authorized by DPW Code Enforcement (call 422-1208). Loose items must be in containers or tied to prevent scattering and are to be placed curbside for Thursday or Friday BULK collections.
 
APPLIANCES
Appliances and large non-automotive metal items are collected, on recycling Wednesdays. As a special truck is used, you must call ahead at 422-1217 to schedule. Remove all appliance doors. As Federal regulations require refrigerators and freezers to have Freon professionally removed from the unit, a Westchester County Freon Compliance Certificate is required for DPW collection. Call 422-1294 if you need assistance.
 
HOLIDAY TREES
Unbagged holiday trees will be picked up at the curb after January 1st. 

SPECIAL COLLECTIONS
Call the Bureau of Sanitation at 422-1217 if you have any of the following items to dispose of:

• Refrigerators and Freezers
  Refrigerators and Freezers must have a Freon Removal Certificate on them for DPW to cart them away.
  

  Please note: CON EDISON now has an incentive program for residents called GREEN TEAM.  If you have a second refrigerator, Con Edison will come pick it up at a time convenient to you and recycle it for free. In addition, they will pay you $30 for making the smart choice to use less energy and help the environment. At the time of your refrigerator pick-up, they will also collect and recycle old, inefficient window or wall air conditioners. You will receive $35 for window units and $100 for wall air conditioners.* This program is available to Con Edison residential customers who live in one-to-four family homes. Refrigerators and air conditioners must be in working condition to qualify for recycling. Customers must provide clear and safe access to the appliance for pick-up. Air conditioners should be removed from windows or wall installation locations. • MATTRESS DISPOSAL REGULATIONS

  In an effort to reduce the spread of bed bug infestation, as of May 1, 2011, the Bureau of Sanitation requires all City residents to fully encase all mattresses or box springs with a sealed plastic bag when discarding them for curbside collection. Mattresses not sealed in bags will not be collected and may not remain at the curb. Bed bug covers are available for under $5.00 (per mattress OR box spring) at U-Haul Moving & Storage of White Plains, 1 Virginia Road, (914) 949-2525 or at other home supply stores. Other Large Appliances

• Metal Appliances and large non-Automotive metal items are recycled and must be called in to schedule pickup. Call 422-1217 to schedule pickup. These items may not be left at the curb earlier than the Tuesday before a scheduled pickup.

  Pots, pans and small non-automotive scrap metal may be deposited at the gate house area at the Gedney Way Recycling Yard, located at 87 Gedney Way. Hours of operation are 8 am to 4 pm, Monday - Saturday.  

  • TV's and Computer Monitors - May not be thrown out with the trash

  Television sets and Computer Monitors must be brought to the Gedney Way Recycling Yard at 87 Gedney Way for disposal.  Hours of operation are 8 am to 4 pm, Monday - Saturday.
   
  UNACCEPTED ITEMS 
  The following will NOT be picked up.  Property owners must make other arrangements to have these items carted away.

  • medical waste
  • renovation material
  • metal pipes or poles
  • car parts, tires or lubricating oils
  • compressed gas cylinders
  • propane tanks
  • construction debris
  • building or fencing materials
  • treated wood
  • liquid paints or oil based solvents
  • brick, stone, concrete, plaster, tile, dirt or similar material
  • large tree limbs, stumps, logs
  • bagged yard debris
  • designated recyclables mixed with garbage or trash
  • items designated by Westchester County as "not collectable"

  LEAVES, LAWN RAKINGS, AND YARD DEBRIS ARE NOT COLLECTED AS TRASH!  
  
  Yard debris is a recyclable natural resource if not trashed.  Westchester County is actively promoting the elimination of yard debris from the garbage.  Use the DPW "Compostable" sticker to participate in our DPW scheduled - containerized collection of soft yard materials.  Call the DPW Recycling Office at 422-1294 for further information. 
    
  Yard waste makes up approximately 40% of the County's waste.  In addition to the County's ban on bagged fall leaves, Westchester communities are banning all types of yard materials from trash collections.  Since Westchester is responsible for disposing of our solid waste, the County no longer allows yard waste to be mixed with our garbage.  All garbage not separated for recycling is incinerated in the county's waste to energy plant located in Peekskill.  Besides burning poorly and being a loss of a resource, soft yard material tends to be very wet, which makes it both heavy and costly to transport. 
    
  As a special shredding machine is used to compost leaves White Plains will not collect any sort of yard debris left in any type of plastic bag.
