TRAFFIC COMMISSION
Agenda
August 18, 2010

I. Old Business

II. New Business

Church Street between Main Street and Hamilton Avenue - Request from the Parking Department to change the "No Parking 6PM to 6AM" ordinance which overlaps the "15 minute Parking 8AM to 6PM" zone, to "No Parking 6PM to 8AM" so that it properly compliments the 15 minute zone times.

Fisher Hill Neighborhood Association Requests - The Association has requested the following:

1. New BRP n/b Exit Restrictions- A "No Right Turn" from BRP to Walwoth Crossing and "No Left Turn" from Walworth Crossing to Walworth Avenue between 7:30 - 9:30 AM are requested. In conjunction with these restriction they would request that Walworth avenue between Clarmont Road and Walworth Crossing be one-way southbound.

2. Restrict Travel on Quinby Avenue - Possibly restrict left turns both into and out of Quinby Avenue at West Post Road. As an alternative it is recommended to look into the feasibility of closing Quinby Avenue between Greenacres Avenue and Ridgeview Avenue.

3. Mailbox Relocations - Relocate the mailbox on Quinby Avenue at Stevens Avenue to on Stevens so that the visibility of children at the crosswalk is not blocked. Also, either relocate the mailbox on Quinby at Greenacres Avenue or create a stricter parking restriction so that the mail truck does not stop just over the hill.

4. Quinby Avenue & Stevens Avenue - Install either a raised crosswalk or an all-way stop.

5. On Midland Avenue north of Ridgeview Avenue - Install a small section of "No Parking Any Time" opposite the driveway across from the Church.

6.Truck Restrictions - Enforce the 7000 lb. restriction and contact the Village of Scarsdale and Metronorth about garbage and recycling trucks using the neighborhood as a cut through.

D. Vicinity of 24 Carhart Avenue - Request from Mr. Rocco Perrotta to review the parking time limits and modify them to free up some of the 2 hour spaces near 24 Carhart Avenue. He also suggested that the 2 hour spaces be increased to 3 hours.

E. Main Street next to City Center - Request from the Traffic Department to change the restriction on the south side of Main Street between the 15 minute meters and City Place from "No Parking" to "No Standing" or "No Stopping".

F. City Center Driveway - Request from the Traffic Department to post restrictions along the City Center Driveway.

G. Mamaroneck Avenue at Main Street - Request from the Traffic Department to remove the Valet parking area. The ordinance which allowed the valet parking has expired therefore the signs should be removed.

H. Waller Avenue Between Post Road and Maple Avenue - Request from Parking Department to Make Waller avenue one way Northbound due to the construction of the Lyon Place Garage. If approved they would like to add meters on the west side of Waller Avenue which would be removed once Waller Avenue reverts back to a two way roadway.

I. Common Council Referrals

1. 165 Mamaroneck Avenue- Request from "Hudson Grille" bar and restaurant for a special permit to operate a cabaret.

2. 166 Mamaroneck Avenue- Request from "The Black Bear" bar and restaurant for a special permit to operate a cabaret.

III. Addendum

Mitchell Place - Request from the Parking Department to remove one handicapped parking space in front of the Senior Center, and to revise the five adjacent parking meters on the South Side of Mitchell Place. Currently the meters only allow parking for 2 hours. They have been informed that many of the senior center activities are of a 2 hour duration. The meters do not allow enough time for the seniors to park their cars and attend the activities. Doing the aforementioned would create a total of six 3 hour parking spaces in the vicinity of the Senior Center.

This item was received after the Staff meeting.
