Through the Community Development Program, the City offers loans at below market rates of 2% - 6% to qualified homeowners as determined by family size, income levels and location of home. Housing Rehabilitation staff prepares detailed specifications of work to be performed, and requests bids from prequalified, licensed and insured contractors.  The homeowner selects the contractor(s) and the rehabilitation staff inspects the work.  Top priority is given to repairs that eliminate health or safety hazards such as heating, plumbing or electrical work.
