At the request of residents in the adjacent neighborhood, the City of White Plains is providing this notice about activities that will be occurring on an abandoned playing field located at 52 North Broadway (former Good Counsel property) beginning on Tuesday, November 27, 2018.
The playing field was created in 2004 at the southeast portion of the property using fill (soil and construction debris) from various demolition sites in Westchester County. The nearest public street to the field is Ross Street.
The City has retained an environmental company to drill into the field to confirm the contents of the fill material. This testing is associated with an environmental review being performed by the City as part of its evaluation of a request to re-zone the property. The Department of Environmental Conservation (DEC) reviewed our drilling plan and had no objection to the activity.
The activity will consist of drilling into the fill at approximately ten (10) locations and removing samples of soil.
There are no hazardous conditions that will be created during or after the drilling procedure.
The creation of dust or odor is not anticipated, however, containment procedures will be in place as a precaution.
The drilling is expected to take approximately ten (10) days and will occur during permitted operating hours. Noise is not anticipated to be greater than typical street noise.
