1. Who may complain?

Any person aggrieved by an assessment (e.g., an owner, purchaser, or tenant who is required to pay the real estate taxes pursuant to a lease or written agreement) may file a complaint. You may complete the complaint form yourself or your representative or attorney may complete it for you.

2. What assessment may be reviewed?

The only assessment that may be reviewed is the assessment on the current tentative assessment roll completed by the local assessor. As a general rule, a separate complaint should be filed for each separately assessed parcel.

3. Where must I file the complaint?

All complaints must be filed in the city, town or village where the property is located. For real property located within the City of White Plains, complaints may be filed in person or via U.S. Postal Service. Complaints are filed with either the Assessor or the Board of Assessment Review. Original applications must be received on or before the end of business day on January 21st of each year unless January 21st falls on a weekend or holiday then applications are accepted the next business day.

4. When must the complaint be filed?

All complaints may be filed January 2nd to January 21st of each year, unless January 21st is on a weekend or a holiday then applications are accepted the next business day. The failure to file your complaint in a timely fashion precludes your right to administrative and judicial review.
